Pas de "Kaliningrad sur la mer Noire" par Daniel Vernet LE MONDE | 27.02.04 | 14h23 • MIS A JOUR LE 27.02.04 | 16h58 A la traditionnelle conférence sur la sécurité qui s'est tenue a Munich au début de février, le ministre russe des affaires étrangeres, Igor Ivanov, a menacé de ne pas ratifier le traité dit CFE, sur les forces classiques en Europe. La menace n'a pas ému grand monde, le texte faisant un peu figure de relique. A tort, car elle est significative d'une nouvelle attitude russe dans ses relations avec les Occidentaux. Le Kremlin veut, en fait, garder des avant-postes militaires dans son "étranger proche" pour faire contrepoids a l'expansion de l'Alliance atlantique, qu'il n'a pas été en mesure d'empecher. Négocié dans les années 1980 et signé a Paris en 1990, le traité CFE était le complément dans le domaine conventionnel des accords de contrôle des armements nucléaires. Il visait a assurer un équilibre entre les forces de l'OTAN et celles du pacte de Varsovie. Apres la disparition de l'Union soviétique et de son glacis, il a été remanié, et c'est ce texte, qui tient compte de la nouvelle situation créée en Europe par l'indépendance des ex-Républiques soviétiques et l'élargissement de l'OTAN, que Moscou remet en question. Il est vrai que, pour se conformer au traité CFE, les Russes devraient évacuer les bases militaires qu'ils conservent en Géorgie et en Moldavie (dans la province de Transnistrie). Ils s'y sont engagés a plusieurs reprises sans pour autant passer a l'acte. La situation en Transnistrie, province rattachée a la Moravie par Staline pour contrôler les Bessarabiens, illustre parfaitement l'attitude russe. La Transnistrie est en état de quasi-sécession depuis l'indépendance de la Moldavie en 1991. La 14e armée, commandée a l'époque par le célebre général Alexandre Lebed, y a "défendu la minorité russe" les armes a la main et est restée sur place pour garantir le pouvoir du président moldave autoproclamé Igor Smirnov et de son clan politico-mafieux qui n'obéissent pas au gouvernement central de Chisinau (la capitale). Au cours d'un séminaire qui s'est tenu pres de Munich - a l'initiative de la Société pour l'Europe du Sud-Est, du ministere allemand des affaires étrangeres et du pacte de stabilité pour l'Europe du Sud-Est -, des experts européens, américains et moldaves se sont penchés sur ce conflit. La situation est un peu plus compliquée encore par les rapports de force politiques en Moldavie meme, oule gouvernement du communiste Vladimir Voronine hésite entre un retour dans le giron russe et un engagement en direction de l'Union européenne... Un diplomate allemand ne cache pas que Chisinau donne parfois "l'impression d'etre plus intéressée par les fonds européens que par les valeurs européennes". Le ministre moldave des affaires étrangeres, AndreiStratan, n'a pas dissipé cette impression en réclamant la constitution d'un "fonds d'aide au choix européen" de la Moldavie. Ce pays est le plus pauvre d'Europe, derriere l'Albanie. "C'est votre droit de choisir un partenariat stratégique avec Moscou, a insisté un autre participant allemand, mais ce choix est incompatible avec le choix européen. On ne peut a la fois vouloir adhérer a l'UE et faire partie d'une zone de libre-échange avec la Russie, le Kazakhstan, la Biélorussie et l'Ukraine." Chisinau a, par exemple, demandé une aide européenne pour adopter le systeme douanier russe. L'ambiguité de la position officielle moldave, condamnée par l'opposition démocratique qui a été balayée aux dernieres élections, a été soulignée par l'accueil réservé a une récente proposition russe de solution de la crise. Alors que trois médiateurs ont été désignés (l'Organisation pour la sécurité et la coopération en Europe -OSCE-, la Russie et l'Ukraine), Moscou a présenté unilatéralement, a la fin de l'année derniere, le "mémorandum Kozak", du nom d'un conseiller de Vladimir Poutine, Dmitri Kozak. Dans ce texte, la Russie proposait la création en Moldavie d'une fédération "asymétrique" dans laquelle les autorités de Transnistrie (en fait Moscou) auraient eu un droit de veto sur toutes les affaires moldaves. "En contrepartie", le Kremlin aurait retiré ses troupes... en 2012 ou 2020. Dans un premier temps, le premier ministre Vladimir Voronine a accepté le "mémorandum Kozak" avant de revenir sur sa décision, sous la pression amicale des Européens et des Américains. Les Occidentaux rappellent les engagements pris par la Russie, réitérés en 1999, au sommet de l'OSCE a Istanbul, par le président Eltsine, de se retirer de Moldavie avant la fin 2003 ! UN COUP DE BLUFF Selon Moscou, il n'y aurait plus que 1 280 soldats russes en Transnistrie. Les Occidentaux pensent qu'ils sont en réalité 1 800 ou 2 000, la différence tenant au fait que les soldats russes "démobilisés" vont grossir les rangs de l'"armée" de Transnistrie. Celle-ci serait maintenant plus importante que l'armée moldave elle-meme. De plus, les Russes insistent pour maintenir une présence militaire en Moldavie, meme apres un reglement, sous le couvert d'une force internationale de maintien de la paix. Enfin, ils demandent une aide occidentale pour démanteler ou transférer les énormes dépôts de munitions qu'ils conservent en Transnistrie. Le cout de l'opération serait de 3 milliards a 8 milliards de dollars. Meme si le "mémorandum Kozak" n'a été qu'un ballon d'essai ou un coup de bluff, les conditions mises par les Russes au respect de leurs engagements rendent les observateurs perplexes quant aux objectifs fondamentaux de Moscou en matiere de sécurité. Obligée d'abandonner, apres 1991, les positions transitionnelles de la diplomatie tsariste puis soviétique, la Russie cherche a maintenir des abces de fixation pour contrôler sa périphérie. Sa présence en Transnistrie lui permet, notamment, d'exercer une pression sur le flanc sud de l'Ukraine. Une diplomate roumaine se félicite de l'indépendance de la Moldavie, qui épargne a son pays une frontiere commune avec la Russie. Mais, ajoute-elle, "s'il n'y a pas de sécurité sur le Dniestr -qui sépare la Transnistrie du reste de la Moldavie-, il n'y aura pas de sécurité sur le Prout -qui court entre la Moldavie et la Roumanie-". Or le Prout sera en 2007 une frontiere extérieure de l'Union européenne. Cette diplomate émet la crainte que la Transnistrie ne se transforme en une sorte de "Kaliningrad sur la mer Noire", autrement dit en une enclave russe qui permette a Moscou de perturber le bon fonctionnement de l'Europe. "Comment convaincre la Russie d'abandonner une conception soviétique de ses relations avec ses voisins ?", s'interroge un responsable de l'OSCE chargé du dossier moldave. Eu nu cred ca este o epoca a compromisurile. Lumea este intr-o continua miscare si dezvoltare si, bineinteles, ce a fost valoare in trecut azi poate nu mai este valabil. Bineinteles ca au fost cei citiva la inceput care, poate, au fost considerati ca facind un compromis. Ca si societatea, si eu cred ca pricipiile fiecaruia iau forme noi sa indeplineasca cerintele societatii- si vorbesc de o societate sanatoasa. Valorile, cred eu, trebuie intii sa se cristalizeze in tine insuti si cu experienta vietii devin parte din principiile dupa care iti conduci si raportezi viata. Nu poti sa ai principii de la inceput si dupa aia sa spui: De miine ma voi judeca dupa aceste...si cu asta basta. Unde societatea este sanatoasa si nu are schimbari abrupte de valori, oameni nu sint expusi la necesitatea de a face compromisuri cu valoriile propri...decit daca sint fortati/nevoiti De exemplu, in Romania cred ca s-au facut compromisuri dupa al doilea razboi mondial. Putem insa spune ca individul a compromis cu sine insuti in anii '80-'90 de exemplu? Eu n-am curajul. Este destul de interesant cum fiecare dictionar defineste 'compromisul'. In dictionarul englez actual 'compromise' are cu totul alt inteles...intelesul ca cel in romaneste nu exista, nu se poate descrie cu un cuvint- daca cineva a gasit, va rog luminati-ma. Totusi cind am citit James Clavell- King Rat- Changi (scrisa prin '50 si ceva) 'compromise' a fost folosit pentru a descrie actiunea celor tinuti in lagar raportindu-se la viata si valorile de acasa. Cu citva timp in urma am intrebat niste englezi daca inteleg 'compromis' ca si intelesul roman-am incercat sa le explic. Raspunsul a fost nu. Am urmarit emisiunea. Am spus-o imediat, pe lista "Fotomagazin", http://groups.yahoo.com/group/fotomagazin. Din pacate am reusit sa urmaresc doar a doua jumatate a emisiunii. Nu am acces web bun asa ca nu pot vizita aceasta pagina cum mi-as dori. Desi am pus un "change detector" in pagina, mesajele de atentionare ca pagina s-a schimbat vin cu mare intirziere. N-am aflat, astfel, din timp de emisiune. Despre emisiune acum. Mi-a placut cum au vorbit invitatii, impreuna cu dl. Lazar fiind in studio dl. Crisbasan. Scurt, clar, concis, cu raspunsuri "la obiect". Cind a fost vorba de galerii (spatii de expunere) si mode- ratoarea a pomenit de cluburi banuiesc ca se referea la club cu intelesul de... cafenea ;-) unde, prin fum si muzica, vedem expuse diverse lucrari de arta. Dl. Lazar a inteles "club" in sensul de asociatie ("Nufarul", "Orizont", s.a.m.d.). Asa ca ne poate lamuri acum care este situatia cluburilor. Care din ele expun permanent fotografie, este asta o alterna- tiva sau sint cluburile ceva complementar galeriilor (consacra- te). Mi-a mai placut (vorba vine) de tinara artista care a zis ca abia acum apar primele generatii (promotii?) de artisti foto- grafi. Pai se rasuceste-n mormint Aurel Mihailopol si nici Dinu Lazar nu se simte prea bine... ;-( Parca a mai zis ca la scolile de fotografie se face prea mul- ta "tehnica" (discutia-i veche de cind lumea (fotografiei)). Pai prea putine lucrari artistice se fac fara buna stapinire a tehnicii. Sa vad ce-mi mai amintesc. Cu stima, Dragos Bora

Totodata imi pare bine ca printre Democrati mai exista oameni ca Zell Miller care poate face discernamintul intre bine si rau. Puterea cuvintelor lui din speech-ul de aseara puteti sa le cititi mai jos. Imi pare rau ca nu este tradus in Romaneste, ar putea politicienii din Romania sa invete ceva.

Along with all the other members of our close-knit family -- they are my and Shirley's most precious possessions. And I know that's how you feel about your family also. Like you, I think of their future, the promises and the perils they will face. Like you, I believe that the next four years will determine what kind of world they will grow up in. And like you, I ask which leader is it today that has the vision, the willpower and, yes, the backbone to best protect my family? The clear answer to that question has placed me in this hall with you tonight. For my family is more important than my party. There is but one man to whom I am willing to entrust their future and that man's name is George Bush. In the summer of 1940, I was an eight-year-old boy living in a remote little Appalachian valley. Our country was not yet at war but even we children knew that there were some crazy men across the ocean who would kill us if they could. President Roosevelt, in his speech that summer, told America "all private plans, all private lives, have been in a sense repealed by an overriding public danger." In 1940 Wendell Wilkie was the Republican nominee. And there is no better example of someone repealing their "private plans" than this good man. He gave Roosevelt the critical support he needed for a peacetime draft, an unpopular idea at the time. And he made it clear that he would rather lose the election than make national security a partisan campaign issue. Shortly before Wilkie died he told a friend, that if he could write his own epitaph and had to choose between "here lies a president" or "here lies one who contributed to saving freedom", he would prefer the latter. Where are such statesmen today? Where is the bi-partisanship in this country when we need it most? Now, while young Americans are dying in the sands of Iraq and the mountains of Afghanistan, our nation is being torn apart and made weaker because of the Democrat's manic obsession to bring down our Commander-in-Chief. What has happened to the party I've spent my life working in? I can remember when Democrats believed that it was the duty of America to fight for freedom over tyranny. It was Democratic President Harry Truman who pushed the Red Army out of Iran, who came to the aid of Greece when Communists threatened to overthrow it, who stared down the Soviet blockade of West Berlin by flying in supplies and saving the city. Time after time in our history, in the face of great danger, Democrats and Republicans worked together to ensure that freedom would not falter. But not today. Motivated more by partisan politics than by national security, today's Democratic leaders see America as an occupier, not a liberator. And nothing makes this Marine madder than someone calling American troops occupiers rather than liberators. Tell that to the one-half of Europe that was freed because Franklin Roosevelt led an army of liberators, not occupiers. Tell that to the lower half of the Korean Peninsula that is free because Dwight Eisenhower commanded an army of liberators, not occupiers. Tell that to the half a billion men, women and children who are free today from the Baltics to the Crimea, from Poland to Siberia, because Ronald Reagan rebuilt a military of liberators, not occupiers. Never in the history of the world has any soldier sacrificed more for the freedom and liberty of total strangers than the American soldier. And, our soldiers don't just give freedom abroad, they preserve it for us here at home. For it has been said so truthfully that it is the soldier, not the reporter, who has given us the freedom of the press. It is the soldier, not the poet, who has given us freedom of speech. It is the soldier, not the agitator, who has given us the freedom to protest. It is the soldier who salutes the flag, serves beneath the flag, whose coffin is draped by the flag who gives that protester the freedom to abuse and burn that flag. No one should dare to even think about being the Commander in Chief of this country if he doesn't believe with all his heart that our soldiers are liberators abroad and defenders of freedom at home. But don't waste your breath telling that to the leaders of my party today. In their warped way of thinking America is the problem, not the solution. They don't believe there is any real danger in the world except that which America brings upon itself through our clumsy and misguided foreign policy. It is not their patriotism - it is their judgment that has been so sorely lacking. They claimed Carter's pacifism would lead to peace. They were wrong. They claimed Reagan's defense buildup would lead to war. They were wrong. And, no pair has been more wrong, more loudly, more often than the two Senators from Massachusetts, Ted Kennedy and John Kerry. Together, Kennedy/Kerry have opposed the very weapons system that won the Cold War and that is now winning the War on Terror. Listing all the weapon systems that Senator Kerry tried his best to shut down sounds like an auctioneer selling off our national security but Americans need to know the facts. The B-1 bomber, that Senator Kerry opposed, dropped 40% of the bombs in the first six months of Operation Enduring Freedom. The B-2 bomber, that Senator Kerry opposed, delivered air strikes against the Taliban in Afghanistan and Hussein's command post in Iraq. The F-14A Tomcats, that Senator Kerry opposed, shot down Khadifi's Libyan MIGs over the Gulf of Sidra. The modernized F-14D, that Senator Kerry opposed, delivered missile strikes against Tora Bora. The Apache helicopter, that Senator Kerry opposed, took out those Republican Guard tanks in Kuwait in the Gulf War. The F-15 Eagles, that Senator Kerry opposed, flew cover over our Nation's Capital and this very city after 9/11. I could go on and on and on: Against the Patriot Missile that shot down Saddam Hussein's scud missiles over Israel, Against the Aegis air-defense cruiser, Against the Strategic Defense Initiative, Against the Trident missile, against, against, against. This is the man who wants to be the Commander in Chief of our U.S. Armed Forces? U.S. forces armed with what? Spitballs? Twenty years of votes can tell you much more about a man than twenty weeks of campaign rhetoric. Campaign talk tells people who you want them to think you are. How you vote tells people who you really are deep inside. Senator Kerry has made it clear that he would use military force only if approved by the United Nations. Kerry would let Paris decide when America needs defending. I want Bush to decide. John Kerry, who says he doesn't like outsourcing, wants to outsource our national security. That's the most dangerous outsourcing of all. This politician wants to be leader of the free world. Free for how long? For more than twenty years, on every one of the great issues of freedom and security, John Kerry has been more wrong, more weak and more wobbly than any other national figure. As a war protestor, Kerry blamed our military. As a Senator, he voted to weaken our military. And nothing shows that more sadly and more clearly than his vote this year to deny protective armor for our troops in harms way, far-away. George Bush understands that we need new strategies to meet new threats. John Kerry wants to re-fight yesterday's war. George Bush believes we have to fight today's war and be ready for tomorrow's challenges. George Bush is committed to providing the kind of forces it takes to root out terrorists. No matter what spider hole they may hide in or what rock they crawl under. George Bush wants to grab terrorists by the throat and not let them go to get a better grip. From John Kerry, they get a "yes-no-maybe" bowl of mush that can only encourage our enemies and confuse our friends. I first got to know George Bush when we served as governors together. I admire this man. I am moved by the respect he shows the First Lady, his unabashed love for his parents and his daughters, and the fact that he is unashamed of his belief that God is not indifferent to America. I can identify with someone who has lived that line in "Amazing Grace," "Was blind, but now I see," and I like the fact that he's the same man on Saturday night that he is on Sunday morning. He is not a slick talker but he is a straight shooter and, where I come from, deeds mean a lot more than words. I have knocked on the door of this man's soul and found someone home, a God-fearing man with a good heart and a spine of tempered steel. The man I trust to protect my most precious possession: my family. This election will change forever the course of history, and that's not any history. It's our family's history. The only question is how. The answer lies with each of us. And, like many generations before us, we've got some hard choosing to do. Right now the world just cannot afford an indecisive America. Fainthearted, self-indulgence will put at risk all we care about in this world. In this hour of danger our President has had the courage to stand up. And this Democrat is proud to stand up with him. (la: Downloadul de mp3-uri si filme de pe Internet.) Stati sa clarificam ceva: in ziua de azi, drepturile de autor nu sint pentru "autori".. Din cite inteleg eu, un scriitor vinde drepturile sale pentru o carte catre o companie. Din acel moment el nu mai are drepturi legate de cartea respectiva. Publisherul poate sa schimbe paragrafe, editeze etc. Poate chiar sa hotarasca sa nu publice cartea, blocind altii care ar fi vrut (s-a intimplat in muzica si in literatura). Comparativ cu profitul net obtinut de publisher, autorul primeste un "chump change" care de-abia-l ajuta sa traiasca pina la urmatoarea carte. Evident cu mici exceptii, asta se intimpla peste tot, si e mai rau in muzica (ca tot vorbim de mp3), unde artistii sint fortati sa vinda in avans citeva albume pe citiva ani inainte, si nu au posibilitatea sa ceara mai mult daca de exemplu, primul album devine foarte popular.
Din pretul unui CD vindut azi (17-20 de dolari, nu e ieftin), artistii primesc sub un dolar, din care platesc catre publisher tot felul de taxe pina ramin cu datorii. Contractele sint sclavie pura, practic esti fortat sa produci fara drepturi pe 7 (sapte) ani de zile. Aveam niste linkuri interesante despre asta, imi pare rau ca le-am pierdut, dar pot sa le gasesc daca e cineva interesat. Pretul de mai sus e artificial, e un caz clasic de "industry-standard" price fixing, si daca-mi aduc bine aminte in California au fost chiar gasiti vinovati de asta, si trebuie sa dea niste bani inapoi. Sint multi artisti necunoscuti in ziua de azi, care nu pot sa-si publice muzica fara angajamente de genul asta, pentru ca cineva a hotarit ca nu vor vinde mai mult de 100.000 de albume asa ca n-are sens sa se incurce cu ei. Afirm, si sinteti liberi sa ma contraziceti, ca astia sint artistii adevarati. Nu Britney sau care o fi the latest boy band, exemple clare de music engineering, cintece calculate sa fie hituri, zi de zi si ora de ora inundind statiile de radio controlate de un singur conglomerat (ati auzit de Clear Channel ? daca nu, o sa). At any rate, artistii de mai sus au slujbe, si pe linga slujbe fac si muzica, de placere, si tot ce vor e ca mai multa lume sa asculte muzica lor. Nu cred ca prea multi din ei isi inchipuie ca la un moment dat is vor permite sa traiasca la vila in Beverly Hills din asta. Internetul le ofera pentru prima data un mediu ieftin de distributie care nu e controlat de nimeni (inca). Dar nimeni nu stie de ei pentru ca toate mediile sint saturate cu top40 in mod continuu. Legi ca astea doar mentin dreptul unora de a face bani la infinit (ati auzit ca copyrightul pe Mickey Mouse a fost extins inca o data de Congres, ca nu cumva sa piarda Disney asa o cash cow). Si produc aberatii de genul coafezelor amenintate cu inchisoarea pentru ca aveau un radio, sau pe plaiurile americane, girl scouts care nu pot sa cinte cintece populare fara licenta. Este evident ca legislatia, peste tot in lume, a fost depasita de epoca tehnologica in care sintem. Sistemele pentru drepturi de autor, patente si trademarks au nevoie grabnica de niste revizii serioase. Companiile care nu vor sa se adapteze la nou nu ne lasa sa evoluam in pace, fortind legi peste legi care sa le garanteze dreptul de a scoate bani cu aceleasi metode din secolul XIX. E timpul sa ne trezim si sa le dam un brinci.
